Preheat the oven to 425℉. Lightly grease a sheet pan or line it with parchment paper.
- Mix the flour, baking powder, and salt in a mixing bowl.
- Cut the cold butter into cubes and add to the flour mixture.
- Use your fingers or a pastry blender to cut the butter into the flour. Mix it in until it forms pea-sized clumps.
- Add the cheddar and stir it in.
- Pour the milk over the mixture and use a wooden spoon to mix until barely combined. Do not overmix!
- Drop ¼ cup spoonfuls of the biscuit dough onto the prepared baking sheet. It will make about 12 biscuits.
- Bake at 425℉ for 14-16 minutes, until golden.
- Meanwhile, prepare the topping. Mix the melted butter, salt, garlic powder, onion powder, and parsley in a small bowl.
- Brush the topping over the hot biscuits as soon as they come out of the oven.
